A l'occasion des 58 ans du Roi Guillaume 1er (Guillaume-Frédéric d'ORANGE-NASSAU (1772-1843) roi des Pays-Bas et prince souverain des Pays-Bas (1813-1815 époux de Henriette Adrienne Louise Fleur d'OULTREMONT de WEGIMONT et de WARFUSEE (1792-1864) fils de Guillaume V d'ORANGE-NASSAU et de Wilhelmine de PRUSSE (1774-1837)..         Le 25 août 1830 à Bruxelles à l'occasion de l'anniversaire du Roi. Un opéra est chanté en 5 actes " la muette de Portici de Daniel Esprit François AUBERT (1782-1871), sur les paroles de Eugène SCRIBE (1791-1861) et Louis Marie Germain DE LA VIGNE  ou DELAVIGNE (1790-1868) . Cette œuvre sera l'amorce la révolution Belge. Elle décrit à la scène une révolte menée à Portici près de Naples au 17ème siècle à l'encontre de la domination espagnole. Cette situation le peuple belge la connait aussi a cette époque. Lors du 3ème acte suite à la scène 4 joué par le ténor Jean François LAFEUILLADE celui-ci s'écria "Aux armes, aux armes !". La salle enthousiaste se leva et entonna " à son tour " National, national ! ". S'en suivi en quelques jours l'anarchie totale. Bruxelles est pillé, brulé. Les habitants  des différentes régions s'organisent. La révolution belge aboutira à l'indépendance à l'issue des combats. Civil status

Civil registration is a favourite source for genealogists. It was established by decree of the legislative assembly of the National Convention on 20 September 1792. Our country was under French occupation following the retreat of the Prussians after their defeat at Valmy. This convention ordered that parish registers be closed and inventoried within a week. They were to be deposited in communal houses, where they were to be kept. Records were no longer drawn up by the clergy (after the Concordat, the clergy continued to keep their own registers, but they had no legal value) but by the commune's civil registrar, usually the mayor (today's burgomaster) or one of his deputies. All the inhabitants (citizens) of a commune are registered, regardless of their religion. The 3 major events in a person's life are: birth, marriage and death. NB. By the law of 13 fructitor an IV (30 august 1798) marriages were celebrated in the county town and only on decadis. This draft Royal Decree creates a new possibility of use, namely obtaining information contained in population registers (either by means of extracts or certificates, or by means of lists of persons, or by means of consultation) for genealogical or historical purposes or for other scientific purposes. There is a growing demand from researchers in various disciplines to consult these registers in order to study social processes, economic changes and demographic transitions. Place where deeds are registered. - Register formalities. Article 40. of the Civil Code. Civil status records will be entered, in each municipality, in one or more registers kept in duplicate. Article 52 of the Civil Code. Any registration of these acts on a loose leaf, and otherwise than on the registers intended for this purpose will give rise to damages for the parties, without prejudice to the penalties laid down in the Penal Code. Article 192 of the Penal Code. Civil registrars who record their acts on loose sheets will be punished by imprisonment of at least one month and at most three months and a fine of 16 francs to 200 francs. The closing form may be worded as follows: "The present register containing (indicate the number in full) records of has been closed and stopped this day of Hui (date in full) by me, the civil registrar of .....". Abbaye de Villers-la-Ville former Cistercian abbey A monk or nun (from the Latin monachus, «solitary man »1) is a man or woman who chooses solitude to better find God in his or her life. In the Christian world, following the teachings of the Gospels and the tradition of the Fathers of the Church, monks and nuns are men and women who follow Christ (the 'sequela Christi') and take vows of poverty, chastity and obedience to imitate him more closely. For their life of prayer and contemplation, the vast majority of monks and nuns seek the support of a religious community (cenobitism) and live in a monastery or convent, usually far from the towns. However, they can also live alone as hermits (eremitism). Gyrovagous monks - who wandered from monastery to monastery although they are no longer authorised by the Catholic Church - still exist. En vertu des prescriptions du Concile de Trente, un Séminaire fut érigé en 1568, à Namur, dans l'ancien béguinage de Rhisnes, près de la place Saint-Aubain, mais il fut bientôt abandonné pour être transféré à Nivelles. General considerations The origin of the Estates of our provinces is almost as old as that of the Estates-General of France, which should not be confused with its first national assemblies (1). It was at the beginning of the 14th century (2) that Philip the Fair first brought together representatives of the clergy, the nobility and the bourgeoisie. The questions he gave them to resolve were purely political; he wanted to have a course of action to follow in his dispute with the Pope on a point that was still being debated f the separation of the two powers. From that time onwards, the bourgeoisie had representatives in all the Estates-General under the name of deputies from the good towns. Unlike the Estates-General, where the bourgeoisie was represented and formed the third order, the national assemblies of the first centuries of our history had only two deliberating bodies, one made up of representatives of the clergy, the other of the nobility. It is difficult today to say which towns sent deputies to the first meeting of the Estates-General and to the assemblies held during the fourteenth century, in 1308, 1328 and 1355, but it cannot be denied that, as early as 1356, the towns of Lille, Douai, Arras and Tournai (1 ) had this right. On 2 March 1350, King John ordered his advisors, the bishop of Evreux and Rémon de Bucy, to travel to Pont-Audemer, in Normandy, to summon the nobility and the communities of the good towns to deliberate on the subsidy he was requesting from them. Châtellenie de Warneton, 16th-18th century(2936 items). Former seigneury of high justice detached from the châtellenie of Ypres and erected during the 13th century as a bailliage comtal, to which the name châtellenie was later attributed (first known mention: 1305); reorganised in 1771; abolished in 1794. This seigniorial origin imposed a particular territorial constitution and internal organisation on the institution. Its territory comprised two distinct parts: 1. the parishes of Warneton, Kemmel and Wulvergem 2. nine enclaves scattered throughout the neighbouring castellanies; the reorganisation of 1771 made it a single block, made up of the three aforementioned parishes plus the neighbouring villages of Dranouter and Nieuwkerke. From an administrative point of view, this group of territories did not constitute a constituency, but a group of eight constituencies (five in 1771) administered by autonomous local colleges: 1. the town of Warneton, which only extended over part of the parish of that name; administered by a solicitor, seven aldermen, seven councillors, a treasurer, a bailiff and a messenger 2. The parish foraine, also known as Warneton-dehors or Sept Gildes, consisting of the territory of the parish outside the town; administered by seven aldermen, fourteen pointers and a collector. The town and the parish foraine were united in 1605 3. the parishes, branches and territories forming the rest of the châtellenie. Superior courts

Bailiwick then Provincial Council of Tournai-Tournaisis, 1211-1794 (11 articles). Superior provincial court created in 1383 by Charles VI, King of France, to judge «all cases of jurisdiction, sovereignty and other royal rights», i.e. «royal or privileged cases» (bearing arms, crimes of forgery and lèse-majesté, offences committed by banished persons, disputes relating to agreements made under royal seal, etc.), elevated to the rank of Provincial Council by Empress Marie-Thérèse in 1773; abolished in 1795. Its jurisdiction, which originally included Tournai, Tournaisis, the castellany of Mortagne, the seigneury of Saint-Amand and the episcopal and capitular seigneuries of the region, was modified in 1669, 1678, 1697 and 1713. The seat of this court was in Tournai, then in Mortagne (1379), in Maire (1393) and finally in Tournai under Charles V. Appeals against its decisions were lodged with the Parliament of Paris, then, in 1522, with the Council of Flanders and from there with the Great Council of Malines; in 1773, directly with the latter; in 1782, with the Sovereign Council of Hainaut.
